CIT stands for custom item textures, and is an Optifine resource pack feature for Minecraft Java Edition.
you can get 3D models in-game by renaming vanilla items in an anvil, place it in an item frame to make the model appear.

? how do i install cit packs / resource packs

? Incompatible warning on cit resource packs

You can ignore those warnings, if you have Optifine installed in your minecraft, the CIT's will work just fine.

? does these packs work in bedrock/pocket edition

All packs on java including CIT packs don't work on bedrock edition. but there are available java packs that got ported so it can be used in bedrock, but has a different way on how to use or import them. check out my bedrock faq. - https://ikuyukfaq-bedrockedition.carrd.co/
